if they genuinely havent seen the incident there is no way for them to give yellow , red, green, white or any other color of card.

and it makes chuff all difference if the vid ref saw it, or if the lino saw it.

the ref cant card unless he sees it.

Don't agree with this gav- if a player is caught repeatedly holding down the ref is aware of this and the player should be given 10 minutes. For me on report is for when a referee suspects foul play but did not fully see the incident either because he was unsighted or it happened to quickly for him to be sure.
